A balance bicycle, or run bike is a training bicycle that helps children learn balance and steering. It has no pedals, no crank set and chain, and no training wheels.
Children can learn to bicycle faster because they learn to balance and counter steer first and then to pedal later, training wheels slow learning because kids become dependent on them, acquiring bad habits. Children often as young as 2 can learn to ride balance bikes allowing them mobility and developing a whole range of skills.
It's not unusual for these early riders to be riding pedal bikes unassisted, without training wheels at the age of 3.
